YOU ARE HEREBY SUMMONED to attend a meeting of Chartham Parish Council to be held on TUESDAY 19 DECEMBER 2023 at 7.30 p.m. at Chartham Village Hall, Station Road, Chartham, Canterbury, Kent, CT4 7HZ. Any member who wishes to have information on any matter arising on the agenda which is not fully covered within this summons is requested to give prior notice to the Consulting Parish Clerk.

Members of the press and public are invited to attend the meeting but are unable to speak unless invited to do so.
Under Appendix A of the Parish Council’s Standing Orders all Councillors and members of public should announce at the start of the meeting if they wish to record the meeting. A copy of the Standing Orders and Appendix A are available to view on the Parish Council’s website or the Clerk (or an agreed nominee) can provide a copy on request.

The Chairman will take questions from parishioners at the opening of the meeting. As per the Parish Council’s Standing Orders, speakers are limited to five minutes, subject to the total public participation not exceeding 20 minutes.

AGENDA

1. CHAIRMAN OPENING REMARKS AND APOLOGIES FOR ABSENCE

2. DECLARATIONS OF INTERESTMembers of the Committee should declare any disclosable pecuniary interest or any other significant interests in any items/s on this agenda. Disclosable Pecuniary Interests (DPIs) under the Localism Act 2011: the nature as well as the existence of any such interest must be declared.

3. MINUTES
To consider and approve as a correct record:
The revised draft minutes of the Council Meeting held on 10 October 2023.
The draft minutes of the Council Meeting held on 14 November 2023.

FINANCIAL MATTERS

4. SCHEDULE OF PROPOSED GROWTH FOR INCLUSION IN THE 2024/25 BUDGET REPORT:
At the meeting on 19 December 2023 the Finance & General Purposes (“F&GP”) committee will consider a resolution to ask the Council to include a schedule of new growth items and determine whether these can be funded from existing reserves. The Chair of the F&GP committee will give an update to the meeting.

5. DRAFT BUDGET AND PRECEPT 2024/25 REPORT PC/23/01 sets out options for a draft Budget and Precept for 2024/25.

6. SCHEDULE OF PAYMENTS REPORT: The Council is asked to put in place appropriate arrangements to enable the Council to transact its business whilst there is no Clerk currently incumbent. It is recommended that, in the interests of expediency, authority be delegated to enable contracted payments and all other payments to be made on behalf of the Council and reported via a schedule to the next available meeting of the Council.

7. NEIGHBOURHOOD PLAN FUNDING REPORT: To allocate, under its delegated authority, an additional £8,600 of reserves towards the ongoing Neighbourhood Plan as adopted by the Council.. See Report CPC/Neighbourhood Plan/XX/23.
RECOMMENDATION: To vire £8,600 from the reserves to the Neighbourhood Plan project.

8. CONTINGENCY FUNDING FOR MEMORIAL FIELD TOILET BLOCK REPORT: To allocate, under its delegated authority, up to an additional £10,000 (if required) of reserves towards the ongoing refurbishment of the public toilets as adopted by the Council.
RECOMMENDATION: To allocate up to £10,000 from the reserves to the Memorial Field public toilet refurbishment project.

9. UPDATE ON INFORMATION TECHNOLOGY To receive and note the report updating progress on the review and updating of Parish Council IT systems.
RECOMMENDATION: To consider the report on IT systems and approve the proposed ongoing work in this area.

10. PLANNING MATTERS & TREE WORKS To consider and, if thought fit, approve, the recommendations from the Planning Committee in respect of each of the following applications:
CA/23/02015 Location: Land At And Adjacent To Cockering Farm, Thanington Without. Proposal: Application for the approval of appearance, access, landscaping, layout & scale for the commercial phase of the development of the Cockering Farm site, consisting of 3,716 sqm of B1 commercial floorspace, with new highway infrastructure, associated, landscaping, utilities infrastructure, sustainable drainage system & earth-works pursuant to outline planning permission CA/17/00519.
CA/23/02150 Location: Sunnyside Lodge, Steed’s Hop Garden, Howfield Lane, Chartham Hatch, Kent CT4 7LZ. Proposal: Application for lawful development certificate for existing use as a dwelling.
CA/23/01957 Location: Land At And Adjacent To Cockering Farm Thanington Without Proposal: Application for the approval of appearance, access, landscaping, layout & scale for phase 2 consisting of 116 dwellings with new highway infrastructure, footpaths/ cycle route, provision of public open space, associated landscaping, utilities infrastructure, sustainable drainage system & earth-works pursuant to outline planning permission CA/17/00519.

RECOMMENDATION: To approve the recommendations and authorise the Chair of the Planning Committee to take all actions necessary in connection therewith.

11. EMERGENCY PLANNING Proposed CPC Report on Emergency Planning To consider the report on Emergency Planning. CPC/Emergency Planning/11/23.
RECOMMENDATION: To consider the report on proposed Emergency Planning and establish a Working Group to develop the Emergency Plan.

12. EXTERNAL REPORTS & REPORTS FROM COMMITTEES
