Home Office launches Martyn’s Law Standard Tier Consultation

As many of you will know, following the tragic death of her 29-year-old son, Martyn Hett, and 21 other people in the 2017 Manchester Arena terrorist attack, Figen Murray OBE, has been working tirelessly with the government and security industry to introduce Martyn’s Law, officially known as the Terrorism (Protection of Premises) draft Bill. Martyn’s Law will enhance public safety by ensuring there is better preparedness for, and protection from, terrorist attacks.

Following the Bill’s inclusion in the King’s Speech on 7 November, and feedback received from the Home Affairs Select Committee and stakeholders on the requirements of the standard tier (premises with a capacity of between 100 – 799), the Home Office has today launched a public consultation on its revised proposals for this tier.

The consultation aims to ensure that new measures strike the right balance between public protection and avoiding disproportionate burdens on premises. Many of our members’ councils will fall within the standard tier category, and as such we urge all of you to participate in this public consultation to ensure your views are heard prior to the bill’s introduction. Please note the closing date to respond is Monday 18 March 2024.
